Very little commercial space in this county is being networked for the first time. Almost every suite we walk has been fitted out before, sometimes three times, and each tenancy left its cable in the ceiling. What is up there decides the pathway, the schedule and a real share of the price — which is why we open a tile before we write a number.

Very little commercial space in this county is being networked for the first time. Almost every suite we walk has been fitted out before, sometimes three times, and what previous tenants left behind is the first thing the scope has to deal with.
Itemised rather than absorbed: rack hardware, panels, switches and firewalls where we furnish them, conduit where the house standard demands it, firestop materials, coring, removal of abandoned cable where the landlord requires it, and evening crews. That last removal line is a genuine Westchester cost and one that surprises tenants who never installed the cable in question.
Worth asking any bidder in this county. What did you find in the ceiling, and what do you propose doing with it? A quote that treats a three-times-fitted suite as an empty shell has priced a different job than the one in front of you.
The county's commercial market is built on leased corporate space that changes hands regularly, and every tenancy leaves a layer behind.
A typical White Plains or Elmsford office suite has hosted several businesses across two decades. Each arrived, installed cable to its own plan, connected equipment to its own standard, and left without removing any of it. The result in the ceiling is stratified: a Cat5e layer from a firm that outgrew the space, a Cat6 layer from the next one, an abandoned run to a server room that is now a kitchen, and a handful of cables going somewhere nobody can identify.
Three practical consequences follow, and all three cost money. Abandoned cable in quantity fills the pathway a new installation needs, so the first day of work becomes clearing rather than installing. Landlords increasingly require removal of abandoned cable at lease end, which means a bill for something an earlier tenant installed. And a closet holding four generations of patching is a closet where nobody can safely disconnect anything, so faults that should take ten minutes take an afternoon.
The counter-case matters too. On a suite that has genuinely never been fitted out — a new building on the Platinum Mile, a shell in a recent development — none of this applies, the pathway is clear, and the job runs faster and cheaper than a comparable retrofit. Knowing which situation you are in before comparing bids is worth doing.
The address tells you the construction, and the construction tells you how the job runs.
White Plains along Westchester Avenue and the Bloomingdale Road corridor, the Platinum Mile, Purchase, Rye Brook and Harrison. Purpose-built commercial with real telecom rooms on each floor, stacked closets, proper risers, drawings that match the building and drop ceilings designed as HVAC returns. Technically the easiest work in the county. The overhead is administrative: certificates of insurance to a managing agent's wording, coordinated access, and in the larger White Plains buildings the same freight and after-hours arrangements a Midtown tower would impose.
Elmsford, Greenburgh, Hawthorne and the Saw Mill River Road and Route 9A corridors. Single-story buildings with an office front and shop or warehouse behind, which means two designs under one roof: conventional coverage in the front, high-bay wireless and an operations segment at the back. Slab construction, provider circuits entering wherever the utility found it convenient, and a demarc extension on most jobs.
Yonkers along South Broadway and Nepperhan Avenue, downtown New Rochelle, Mount Vernon, Port Chester. Masonry construction, some substantial and old, retail below with offices, clinics and community organisations above. Thick walls, plaster in the older stock, no dedicated telecom space, and pathway created rather than found. Radio behaves considerably worse than the floor area implies.
Tarrytown, Sleepy Hollow, Larchmont, Scarsdale, Bronxville, Katonah. Small professional offices, medical and dental practices in older buildings, frequently converted from houses. Tight tenancies, plaster over lath, no equipment room, and a handful of decisions carrying disproportionate weight because there is no space for spare hardware.
Hospital corridors, county facilities, colleges and school districts across the county. Multiple buildings, infrastructure of mixed vintage, documented standards to work within, and procurement expecting certification results, drawings and insurance paperwork as contract deliverables.
The equipment list on a Westchester fit-out is ordinary. What it has to coexist with usually is not.
In a leased suite the closet frequently contains equipment belonging to nobody present — a switch left by a prior tenant, a media converter for a circuit that was disconnected years ago, a patch field with half its ports feeding nothing. The first decision is what stays. Anything live gets kept and documented; anything provably dead comes out with permission; anything ambiguous gets tagged and left alone until it can be resolved. Building a new network on top of an undocumented one is how a suite ends up with a fifth layer.
Port and power headroom are worth buying here for a specific reason: leased suites get reconfigured. Departments move, an extra office gets framed out, a conference room gains equipment. A switch chosen to exactly match today's count means a second mobilisation the first time the floor plan changes, in a building where that visit needs insurance on file and access arranged. Buying the larger switch on the first visit is cheaper than the second visit.
One router or firewall per tenancy, positioned where the circuit reaches the floor. A business gateway with a considered rule set suits most Westchester offices. Legal, financial, medical and any tenancy that will face a client security questionnaire benefits from a firewall that logs properly — the first time somebody asks what left the network on a given afternoon, either the answer exists or it does not.
Battery backup sized to the closet keeps switching, the edge and the radios running through a brief interruption and shuts down cleanly on a long one. Westchester sees more weather-related interruptions than a city tower, and in buildings with generator power it is worth confirming the tenant closet is actually on the protected panel rather than assuming — tenant telecom spaces are routinely left off when the generator scope is drawn.
Segmentation costs an hour on a switch you were buying anyway, and it is the single most common omission in a network somebody inherited with a suite.
On an unsegmented network, any device that connects can reach any other. In a corporate tenancy that puts a visiting client's laptop, the conference room display, the building's own thermostat if it landed on your subnet, and the machine holding privileged files on the same street. None of that requires bad intent to become a real exposure.

That final row is specific to this county. In a suite with layers from previous tenancies there is often equipment nobody can fully account for that somebody insists must keep running. Fencing it onto its own segment is a better answer than either removing it blindly or leaving it on the staff network.
Conference AV deserves its own fence in a client-facing office. Room systems and control panels are numerous, they talk constantly, and they are updated rarely. They should not share a segment with the files your clients are paying you to protect.
Wireless network installation in Westchester means two entirely different problems depending on which side of the county line between modern and prewar stock you are working on.
Glass partitions, steel stud and drywall, drop ceilings and open plan. Radio travels well, coverage is rarely the difficulty, and the design questions are density in conference rooms and channel planning where several tenancies share a building. In a White Plains tower with four other companies on your floor, leaving radios on automatic channel selection produces equipment that keeps changing its mind — which users experience as a network that keeps disconnecting. A deliberate channel plan fixes it, and costs nothing but attention.
Yonkers, Mount Vernon, New Rochelle and the older village buildings. Masonry interior walls and plaster applied over metal lath, both of which absorb and reflect radio and neither of which is visible from inside the room. A signal that is strong on one side of a wall can be unusable on the other, and no increase in transmit power crosses it. Coverage here is designed room by room and the radio count runs well above what a floor-area calculation gives.
Outside the White Plains office stack, spectrum congestion is far lower than in the city. Scan a floor in Elmsford or Katonah and you find your own networks and perhaps a neighbour. That means channel planning has room to work and 2.4GHz remains genuinely usable for the devices that still need it — a meaningful difference from a Manhattan tenancy.

A survey is a measurement rather than a sales instrument, and Westchester splits neatly into buildings that need one and buildings that do not.
A predictive survey works out likely coverage from drawings and the stated construction. On a modern corporate floor with accurate plans that is close enough to design against. An on-site survey puts a meter in the space and records actual signal, the neighbouring networks you will compete with, and how the specific walls in front of you behave.
A modern corporate suite under roughly 4,000 square feet with glass partitions and a normal device count does not need a paid survey to reach a defensible radio count. We say so rather than sell one, and the fee buys another radio instead. The survey is $450 and comes off the project price. The validation walk after installation — a meter carried across the finished floor and into every enclosed room — is part of every project regardless.
Power over Ethernet sends both data and power down one cable to a radio, a handset or a powered device. It is also the fault that never looks like what it is.
A PoE switch carries one total wattage shared across every port, well below the sum of what all ports could draw. Take a 24-port switch quoting PoE+ across the board on a 370-watt budget: connect thirty-watt devices and you are out of power somewhere near the twelfth.

Corporate tenancies are reconfigured on a cycle. A floor that balanced comfortably at fit-out gains a conference room with a powered display and a control panel, then two more radios when the open plan is divided, then a handset at each new position. Each addition draws from the same total, and the switch simply declines the newest ones once the budget is gone. What gets reported is that the equipment installed at fit-out works and the equipment installed last month does not, which looks like faulty hardware and is arithmetic. Sizing the budget for the lease rather than for the opening-day count is the cheap fix.
Count the conference rooms twice. Room systems, displays and control panels are the most common cause of a Westchester power budget running out, and they arrive after the network is finished rather than during it.
In a leased suite the closet is the one piece of the installation the next tenant inherits. That is a reason to build it properly rather than merely adequately.
A good result is unremarkable to look at: panels at the top, switching below, short cords in consistent colours through managers, tagged throughout, with space left to grow. A poor one is equipment stacked on itself with a nest of cords in the middle, a power strip on the floor and nothing marked — which costs an hour of somebody's time on every future fault, in a building where that visit needs insurance on file and access arranged.
The space provided for tenant equipment is often an interior room with no supply air and a door that stays shut. A sealed cabinet holding a switch delivering three hundred watts becomes an oven by August, and heat produces the intermittent, temperature-correlated faults that take days to pin down. Venting the door and adding a fan kit handles most of it. Where it does not, the conversation belongs with the building about air rather than with the tenant about tolerating it, and it is worth having at design stage rather than in the second summer.
A large share of our county work is not a fit-out at all. It is a closet several tenancies contributed to, where nobody can say what is live. We trace, agree what comes out, remove it, re-route, re-terminate, dress, tag and produce a map. On a leased floor that day converts every future fault from an investigation into a lookup, and it is the work landlords most often ask about at lease end.
Every build carries a decision about existing plant. In this county that decision is unusually consequential, because there is usually a great deal of it.
Wireless still needs a wire. Radios are backhauled on cable, workstations take one or two runs each, and everything lands on a panel in the closet. That puts the cable inside the scope regardless of whether a new run is needed.
Cable left by a previous tenant is frequently in good order. Runs of Cat5e or better, landed on matching hardware, inside the distance limit and passing certification will carry a modern gigabit office without difficulty. We test before recommending a rewire, because condemning a plant on age alone is a five-figure decision made without evidence. What is worth testing specifically here is termination quality, since a suite fitted out under time pressure tends to have terminations done under the same pressure.
Ethernet installation on a network build follows one rule set regardless of drop count: supported pathway, plenum-rated where the ceiling is a return, firestopped at rated penetrations, matched terminations, tagged and certified. The reason so much Westchester plant is undocumented is that each tenant assumed the next would start fresh. The records are the only part of an installation that breaks that cycle.
Every project closes with the same set, whether the client has an IT director or an office manager who has never logged into a switch.
One item earns its place specifically in leased space: a record of what was found and what was left. If the lease requires abandoned cable removal at the end of the term, the tenant who can show what was already there when they arrived is in a considerably better position than the one who cannot.
On credentials, plainly: some contractors retain administrative access to their own work so that changing vendors means rebuilding from nothing. We do not, and it is a question worth putting to every firm you ask. It is your network. You get the keys.
A large share of our Westchester work begins with a firm that signed for a suite, moved in, and discovered what it inherited.
The versions recur. A business that took a fitted suite as-is and found four generations of cabling above the tiles. A closet extended by successive tenancies where nobody can identify half the patching. Wireless that suited an open plan and fails now that offices have been framed out. A contractor from a previous tenancy who has closed, gone quiet, or still holds the credentials. A network that behaves at eight and struggles by half past nine.
We map what is physically present, certify the plant, read whatever configuration is reachable, and write up what is sound, what is failing, what is a code problem and what is simply unrecorded. Nothing is removed until that has been read and agreed, because in a leased suite a cable removed in error cannot be reconstructed from any drawing.
They are conflated constantly and carry very different price tags. Frequently the cable is perfectly serviceable and only the equipment and configuration above it need replacing — a one-evening job rather than a rewire. Certification data settles which, and having it before a rewire is priced repays the hour it takes.
Whatever is currently failing is dealt with first, as its own piece of work. Redesign follows on a scheduled basis rather than mid-outage, because rebuilding during a failure converts a one-day problem into three.
Even where the recommendation is to change little, the closet gets tagged and a map gets produced. Those records stay with the tenancy, and they are what makes the next fit-out cheaper rather than more expensive.
Plenty of the slow-network calls we field turn out to have nothing to do with the network. Establishing which on the phone saves a visit that needs insurance and access arranged.
Establishing a carrier fault over the phone costs nothing and is preferable to arranging access to reach the same conclusion. Where it is genuinely unclear, a short diagnostic that isolates the layer is far cheaper than a redesign aimed at the wrong problem.

Diagnostic and repair work on an existing network runs at $195 per hour with a three-hour minimum. Same-day dispatch across the county for outages, subject to building access. If the attendance becomes a quoted project, the hours are credited to it.
No single manufacturer suits every suite. What matters is that the hardware fits the closet, the budget and whoever supports it after we leave.
The usual choice for small and mid-size county tenancies. Radios that perform well in suburban spectrum, no licence per unit, and a controller most IT people can navigate. Support comes from the user community rather than a contract, which weighs differently for a fifty-person firm than for a ten-person practice.
Cloud-managed with strong tooling and vendor support, licensed per device annually and indefinitely — hardware stops when a licence lapses. The right answer where a corporate tenant wants a support contract and a recurring line they can defend, which describes a good deal of White Plains and Purchase work.
The value tier, and stronger than the label implies. Reliable radios and switches with no annual fee and management adequate for a village practice or a modest suite where the network is infrastructure rather than a strategic asset.
Where the edge needs inspection, VPN for staff working elsewhere, and logs that can be produced on request. Fortinet where a manufacturer standing behind the appliance matters; pfSense or Netgate where an open platform with no subscription is preferred.
Kit that has already been bought, or a line your IT provider standardises on, we will fit and configure. The one thing we insist on is saying so before installation when what was bought cannot do the job — a radio count that will not cross prewar walls, a switch without power headroom for the conference build-out already planned, a consumer router being asked to carry a floor.

The Westchester consequence of splitting them is specific to leased space. A cabling contractor working from a scope written by somebody who never opened the ceiling will install a new layer on top of the existing three rather than resolving them, because resolving them was not in their scope. The suite then has four layers instead of three, and the next tenant inherits a worse problem than you did.

Headcount says little. The building and the tenancy account for the rest.

What previous tenancies left, how much of it is live, where the closet is and what is already in it, how the circuit reaches the floor, and what the walls are made of. In parallel we contact property management about insurance, access and house standards. The inventory produces the scope; a scope written without one is a guess.
Addressing, the VLAN plan, switches sized for a lease term rather than an opening-day count, radio positions for the construction actually present, the equipment list, and a line-item price with the leased-space lines shown separately. Anything proposed for removal is listed explicitly.
Agreed removals come out first so the pathway is available, then cable on supported pathway, plenum-rated where the ceiling is a return, firestopped at rated penetrations. On a fit-out this happens before drywall closes; in an occupied suite it happens after hours with the floor restored each night.
The frame or cabinet goes in with its panels, managers, power feed and UPS. Switching, the edge firewall and radios mounted, configured and tuned — VLANs, SSIDs, a deliberate channel plan rather than automatic selection, DHCP, firewall policy, and the power budget verified under real load.
Certification runs across the whole drop count. A validation walk with a meter across the finished floor, including the rooms behind older walls where a design is most likely to have been optimistic. Then the package — port map, as-built, addressing plan, equipment list, found-condition record and administrative credentials — walked through with whoever will support it.
Undertakings that can be verified once the suite is occupied, rather than adjectives.

Structured cabling covers the physical build — cable, pathway, terminations, panels and certification. Network installation is the working system above it — switching, the edge firewall, VLANs, wireless coverage, addressing and documentation — plus the plant itself. Where the building predates the war, the wall is nearly always the culprit. Plaster applied over metal lath behaves like a partial screen, and masonry interior walls stop radio outright — neither is apparent from inside the room, and no increase in transmit power crosses either. The answer is more radios placed with the wall layout in mind rather than spaced evenly on a plan. In a modern multi-tenant building the other common cause is channel churn: with several tenancies on your floor, radios left on automatic selection keep changing channel, and users experience that as a network that keeps disconnecting. A deliberate channel plan resolves it and costs nothing but attention.
In a client-facing office, yes. Room systems, displays, codecs and control panels are numerous, they talk constantly, and they are updated rarely — which makes them poor neighbours for the files your clients are paying you to protect. The same reasoning covers guest wireless in reception, the handsets, and any building services equipment the landlord left on your subnet. There is also a segment specific to this county worth naming: a quarantine for inherited equipment that must stay live but cannot be fully accounted for. Fencing it is a better answer than either removing it blindly or leaving it on the staff network.

Cat6 remains correct for workstations, printers and general connectivity, so mixed plant is the norm: Cat6 to the desks, Cat6A to every ceiling position.
